Dick and Joe are correct; an APMA is for mechanized mining out of the water. No reasonable person or agency could expect suction dredging to disturb 5 acres. And even if it were possible, suction dredging is done "sub-surface", not on the surface, so it disturbs no surface resources.
I am not a lawyer and I don't "know it all", but reason and law, not regulations, have to kick in at some point.
Geowiz also had good points, without the real facts all around, you are working blind. Everyone involved needs to know all the facts from both the agency, as well as the operator standpoint. He also provided some great links that should be of help to anyone dealing with these same problems. The links he posted should be put somewhere in your computer, so that you have that resource when and if you need them.

All good! All of my paperwork is complete, everyone has signed off, all "t's" crossed and "i's" dotted. Lot of junk but very nice people to work with.
Heading out for a cross country pilgramidge to Tacoma at the end of the month to put all my stuff on the barge to Nome. I have everything in hand with exception of one small item, MY DREDGE!!
Who knew snow in California would affect my mining in Nome in July? Anyway it might be last minute but they are pretty sure it's going to make it. Not to worry, I have a new Estwing Paleo Pick and a stream sluice if all else fails. Pretty sure that will keep me under 5 acres!!
Getting to Nome first of July and staying through August 10th. Ready for the adventure, much better prepared than last time for sure.

That's great you got it taken care of. Paperwork is a pain all right but just part of the business anymore.
Geez I hope your dredge is ready in time! What dredge are you taking North? Don't get too discouraged the first few years, takes a while to figure things out.
Be sure to take lots of photos .... we expect a full report next Fall !

Beautiful !!! Please tell me Geo is wrong? It didn't take two full months to find that little bit of gold did it? Especially if you are using a new Paleo Pick, using and old one maybe but new, no way.
I believe this gold mining is like learning poker, you have to pay your tuition. I am planning on taking plenty of pictures and will certainly have tales to tell.
Should be enough stupid things to keep everyone laughing till the next season!!
I can't wait to get started.
