I have mine in Northern British Columbia, can't see why it wouldn't work in Alaska or is not available there.
It is a dish that is set in a tree and costs me about $125 month. I can put it on vacation mode for 6 months and it drops to $25/month. As for cell phone, I use the messenger aps like Whatsap and facebook to make calls. The cell number itself does not work through it.

Will be interesting to see if/when Elon Musk gets his Starlink system up and running. Will revolutionize frontier communications if it turns out as advertised.

Looking at the Xplornet website and selecting a province, Alaska wasn't one of them!
The Canadian Government provides direct funding for resources used by the Canadian public. So there is a social, economic and political reasons that when you attempt to "choose a plan", you must enter a Canadian Zip Code. I would note, the service ends at the Yukon - Canadian Border.
The term "hybrid" (a code word) translates to "Satellite and Cell phone Tower" linkups.
Personally, I use Exede ViaSat WAY out in the bush in Alaska and have not had any problems (with internet).
