Dick and Joe are correct; an APMA is for mechanized mining out of the water. No reasonable person or agency could expect suction dredging to disturb 5 acres. And even if it were possible, suction dredging is done "sub-surface", not on the surface, so it disturbs no surface resources. I am not a lawy...

The clean water act is a joke and should be resisted at every turn. It proposes to mitigate actions that "might" degrade water for what they call "beneficial uses". To the EPA and environmentalists, "beneficial uses" are swimming and fishing. And ironically you can buy a permit to pollute (EPA 404)....

Good post Chuck, and right on the money (excuse the pun) The only thing I can think of to add is that the method of flotation you outlined is valid and useful, but it may only be useful in relation to quantity. In other words, you need a fairly large operation to take advantage of floatation methods...
